Appointed by President Jimmy Carter to the White House domestic policy staff (1977–8), he served as the US Attorney for the District of Maryland (1978–82), Maryland's state attorney (1982–7), and as Baltimore's mayor (1988). He founded the Baltimore Community Development Financing Corp in 1988. |
