| German politician, born in Ludwigshafen am Rhein, SW Germany. An expert in economic law and professor in Bochum (1964–70), he was secretary-general of the Christian Democratic Union (CDU) (1973–7). A member of the Bundestag (1976–80) and again after 1987, he was also a deputy in the Landtag (regional parliament) in North Rhine-Westphalia (1980–8). He became chairman of the CDU Land association in Westfalen-Lippe (1977–86) and then held the same position in North Rhine-Westphalia (1986–7). During the process of German reunification he was elected in 1990 to the Landtag in Saxony and as premier of that Land, winning re-election in 1994. He was also president of the CDU in Saxony (1991–5). |
