| German politician, born in Neustadt an der Weinstrasse, SW Germany. He became chairman of Deutsche Bank (1908–15) and a member of the Central Committee of Reichsbank (1910). In his capacity as state secretary of Reichsschatzamt (1915) he steered the financial policy of the Reich, and became Vice-Chancellor and head of the ministry for internal affairs (1916–17). He represented Germany in Moscow (1918) and was a leader of the Deutschnationale Volkspartei (DNVP) in the Reichstag (1920). |
