| Mayor and diplomat, born in New York City, New York, USA. The son of US Senator Robert F Wagner, he graudated from Yale University (1933) and Yale Law School (1937). He was a decorated intelligence officer in the Army Air Corps and served in the New York State Assembly. As three-term mayor of New York City (1954–65), he was known for his cautious consensus-building, and advocated programmes for the poor, introducing significant reforms in education and housing. He also served as ambassador to Spain (1968–9) and emissary to the Vatican (1978–80). |
