| biography:
| Lawyer and politician, born in New York City, New York, USA. A Wall Street lawyer, he rose rapidly in the Defence Department (1961–5), becoming assistant to secretary McNamara. As President Lyndon Johnson's special assistant (1965–9), he designed his anti-poverty programmes. Later, as secretary of health, education, and welfare (1977–9), he tried unsuccessfully to reorganize that agency, after which he resumed his legal practice. |
