| biography:
| Dutch poltician, born in Heerlen, S Netherlands. He studied physical engineering (1970) and economics (1977) at Delft and became a lecturer at Berkeley, California. In 1976 he was head of system analysis in the Social and Cultural Planning Bureau, and in 1981–9 professor in Nijmegen, Rotterdam, and Wisconsin. The Third Lubbers cabinet invited him in 1989 to become minister of education and sciences, a function he continued in the 1994 Kok cabinet. The reorganization of various departments expanded his ministry to that of education, culture, and sciences. |
