| Aeronautical engineer and administrator, born at Narragansett Pier, Rhode Island, USA. Sent to Europe to represent the new National Advisory Committee for Aeronautics (NACA) (1921), he connected American and European aeronautical communities for nearly 20 years. He served on the command staff of the US naval forces (1943–5) and was vice-president of the International Aeronautic Federation (1948–50). |
