| Dutch politician and economist, born in The Hague, W Netherlands. In 1971 he was MP for the Partij van de Arbeid (PvdA), and in 1973 an MEP. In 1973–7 he was minister for development co-operation. (1973–7) and became deputy secretary-general of UNCTAD (1980). From 1986 he was again in charge of development co-operation in the third Lubbers cabinet and in 1994 in the Kok administration. |
