| biography:
| Dutch liberal politician and lawyer, born in The Hague, W Netherlands. He was an MP (1862–6, 1871–9), and served as minister for internal affairs in 1877, when he introduced an education bill which aggravated the School Funding Controversy (Schoolstrijd). He resigned in 1879 after failing to persuade the king to extend the suffrage. In 1888–93 he was a member of the Upper House. |
