| Political scientist, born in Salina, Kansas, USA. A teacher at the University of Illinois, Urbana (1961–8), the University of Toronto (1968–73), and Duke University (1973), he was named a staff member of the Brookings Institute (1979) and director of Investment & Communication at Duke's Center on East–West Trade (1987). His research focused mainly on Eastern European governments and their transition in the latter part of the 20th-c. His books on this theme include Soviet Leadership in Transition (1980) and The Polish Crisis: American Policy Options (1982). |
