| biography:
| Dutch politician and colonial administrator, born in Etten, S Netherlands. In 1826–40 he was secretary of the Amsterdam Chamber of Commerce. As minister of finance (1840–3) he abolished the amortization syndicate. Envoy in Brussels (1843–5), he then became governor-general (1845–51) of the Netherlands East Indies (NEI) where he made Macassar a free port to compete with Singapore, recognized the Brookes in Sarawak, and prevented the collapse of the Javabank by his effective interventions in the monetary system. In 1852–7 he was a member of parliament (conservative/liberal) and in 1858–81 minister of colonial affairs. He resigned in a dispute over the NEI budget and his insistence on the continuation of the cultuurstelsel. |
