| biography:
| Dutch politician, born in Amsterdam, The Netherlands. He studied law at Utrecht and in due course became a judge. He originally held liberal views, but entered parliament in 1859 as a conservative, becoming minister of internal affairs (1866–8) and twice prime minister (1874–7, 1883–8). His major achievements were a Higher Education Act, and amendments to the Constitution in his last premiership. He became a member of the Council of State on retirement. |
