| biography:
| Aviator, born in Fairfield, Iowa, USA. A Naval Academy graduate (1908), he transferred to the army, and joined the air service (1917). An associate of William (‘Billy’) Mitchell, he argued for air power as the primary US strategic weapon. He held a series of senior administrative posts in the USA, England, and continental Europe during 1942–5, and was inspector general of the newly independent US Air Force (1948–9). |
