| German politician, born in Mannheim, SWC Germany. He became a member of the Reichsrat (1916–18, 1920), and joint chairman (1919–27) of the Sozialdemokratische Partei Deutschlands (SPD) and party leader (1920–8). As foreign minister (1919–20) he signed the Treaty of Versailles and twice held the office of Reichskanzler (1920, 1928–30). |
