| biography:
| Dutch social-democratic politician, born in Amsterdam, The Netherlands. After studying law in Leiden and Paris, he became an adviser to the prime minister in 1970. In 1982 he was made government commissioner for the reorganization of the Civil Service, until he was elected to parliament (Upper House) in 1987 for the Partij van de Arbeid (PvdA). He chaired the Upper House (1991–7), and then succeeded J H Scholten as chairman of the Council of State. |
