| US naval officer, born in Burlington, Vermont, USA. He was the central American figure in the Tampico Incident of 1914 that led to the US naval capture of Veracruz, Mexico. He later commanded the Atlantic Fleet (1916–19), and was in charge of all naval forces in Atlantic and European waters during World War 1. In 1917 he represented the USA at the Allied naval conference in London. |
