| biography:
| Dutch army officer and statesman, born in Zwolle, NC Netherlands. He became minister of war in 1905 and was in favour of general conscription and cutting military expenditure by a reduction of the permanent establishment. This was proposed as part of the defence budget of 1907. In December 1906 parliament accepted the budget after an agonizing night-long sitting (known as ‘de nacht van Staal’), but the Upper House rejected the budget, and Staal resigned in April 1907. He later sat in the Upper House as a liberal. |
