| Dutch politician, born in Paris, France. Employed in 1969–76 by ENKA-Glanzstoff, he entered politics (Katholieke Volkspartij) in 1976, becoming secretary of state for European Affairs under Van Agt, and foreign minister (1982) under Lubbers. In 1993 he succeeded Frans Andriessen as a member of the European Commission with the foreign affairs portfolio. |
