| German politician, born in Berlin, Germany. Politically independent, he became minister of food in the Weimar Republic (Ernährungsminister) (1922–3), and as finance minister (1923–5) was involved closely with the Dawes Plan to combat inflation. As chancellor (1925–6) he signed the Treaty of Locarno (16 Oct 1925) together with President Stresemann, guaranteeing the safety of the West German border. He later served as president of the Reichsbank (1930–3) and ambassador to Washington (1933–7). |
