| German soldier and political leader, chancellor of Prussia (1890–4), born in Berlin, Germany. Entering the Prussian army in 1849, he fought in the Franco-Prussian war (1870–1), and as head of the Admiralty (1883–8) reorganized the navy. On Bismarck's fall in 1890, he became imperial chancellor and Prussian prime minister. His principal measures were the army bills of 1892–3 and the commercial treaty with Russia in 1894. |
