| Military official, born in Trier, W Germany. From 1951 he headed the Dienststelle Blank, then at the defence ministry was in charge of the security department Innere Führung until 1958. He played a major role in the development of the theoretical Grundsätze der Inneren Führung. He later held a prominent post with NATO (1963–7), then became director of the peace-studies Institut für Friedens- und Sicherheitspolitik at the University of Hamburg (1971–84). |
