| Russian statesman, born in Lisbon, Portugal, the son of the Russian ambassador. He represented Russia at the Congress of Vienna (1814–15), and was one of the most active diplomats of the Holy Alliance. He became foreign minister (1822), and dominated Russian foreign policy for 30 years. His Balkan policy of trying to curb France's influence over the Ottoman empire contributed to the outbreak of the Crimean War (1854). |
