| German politician and lawyer, born in Saarbrücken, SW Germany. A member of the Christlich-Demokratische Union (CDU), he served as minister of the interior (1953–61) and was instrumental in banning the Kommunistische Partei Deutschlands (KPD). As foreign minister (1961–6) he was one of the co-signatories of the Deutsch-Französischer Vertrag and influential in the expansion of EEC and NATO. Through close collaboration with the USA and NATO, he made cautious overtures towards the East with his Politik der Bewegung. As defence minister (1966–9) he lost out to Gustav Heinemann in the presidential elections of 1969. |
