| Australian statesman, born in Melbourne, Victoria, SE Australia. He studied at the universities of Melbourne and Oxford, taught law at Melbourne University (1971–6), and was a commissioner for the Australian Law Reform Commission, before becoming Labor Party senator for Victoria in 1978. He was attorney general (1983–4), then served in a range of portfolios, including transport and communications, and became minister for foreign affairs and trade in 1988, and later deputy leader of the opposition and shadow treasurer (1996–8). His co-authored books include Australia's Constitution: Time for Change? (1983) and Australia's Foreign Relations (1991). He was one of the chief architects of the Cambodian peace plan which culminated with general elections in 1993. |
