| Lawyer and professor, born in Burlington, North Carolina, USA. Longtime law professor at Notre Dame (1964–74, 1980), he was chief counsel to the Select House Committee on Assassinations (1977–9). As a member of various commissions charged with reforming federal and state laws, he was the primary architect of wiretapping provisions in the Crime Control Act (1968) and the Racketeer Influenced and Corrupt Organizations (RICO) provision of the Crime Control Act of 1970. |
