| Educator, born in New York City, New York, USA. At Harvard's Graduate School of Education (dean 1948–62), he developed an MA programme in teaching, and fostered classroom innovations including team teaching, programmed learning, and television. As US Commissioner of Education (1962–6), he enforced the Civil Rights Act (1964) and oversaw passage of the Elementary and Secondary Education Act (1965). |
