| biography:
| Diplomat, born in Oakwood, Ohio, USA. He worked as a bank clerk before he entered the Foreign Service (1931), and among his various assignments were postings to Greece and the Soviet Union. He directed the Voice of America (1949–52), and later was ambassador to the Soviet Union (1962–6) and assistant secretary of state for European Affairs (1959–62). He published The Soviet Union: Yesterday, Today, Tomorrow in 1975. |
