| Russian revolutionary, born in Vilnius, E Lithuania. In 1897 he was exiled to Siberia for political agitation, fought in the 1905 revolution, and in 1917 became chairman of the secret police and a member of the Bolshevik central committee. After 1921 he reorganized the railway system, and was chairman of the supreme economic council (1924–6). |
