| Italian politician and economist, born in Morbegno, Lombardy, N Italy. A founder of DC (Christian Democracy), he became a deputy of the Constituent Assembly and a senator from 1948. He was an innovative finance minister (1948–54), implementing a radical reform of the Italian tax system. He re-introduced the yearly income-tax return and the progressive imposition. As budget minister (1954–6) he put forward a development plan to increase employment and revenue, but it was cut short by his sudden death. |
