| biography:
| German politician, born in Hannover Münden, Germany. He joined the Kommunistiche Partei Deutschlands (KPD) in 1919, became a member of the Landtag in Prussia (1928–32), a member of the Reichstag (1932–3), and built up the Western European office of Komintern. He was arrested in Sweden in 1940 and handed over to the USSR in 1944. Following his return to the Soviet Zone in Germany he became state secretary (1949–53) and German Democratic Republic minister for state security (1955–7). He was member of the Sozialistiche Einheitspartei (SED) Central Committee (1954–8) but relieved of all duties on account of ‘Fraktionstätigkeit’'. |
