| Cardinal and politician, born in Rome, Latium, Italy. He was Pope Pius VII's secretary of state, and in 1801 drew up a concordat with Napoleon. At the Congress of Vienna, he managed to have most of the territories that had been taken from the Papal States returned. He also implemented a number of reforms. |
