| biography:
| Italian politician, born in Milan, Lombardy, N Italy. A follower of Mazzini in his youth, he later turned into a moderate. He became a deputy of the Italian parliament in 1861 and was four times foreign affairs minister (1863–4, 1866–7, 1869–76, 1896–1901). As such, in 1864 he was responsible for signing the ‘September agreement’ with France, whereby the French agreed to withdraw their troops from Rome, and Italy to move its capital to Florence. |
