| biography:
| US government official and foundation executive, born in Richfield, Kansas, USA. He ended his tenure (1939–53, 1958–66) at the US Bureau of the Budget as deputy director. As US Comptroller General (1966–81), he introduced modern management techniques, including data processing, to government. He later became president of the Harry S Truman Scholarship Foundation (1984). |
