| biography:
| German politician and journalist, born in Treffurt, C Germany. Under the motto ‘Wandel durch Annäherung’ (‘change through rapprochement’) he took a leading part in the development of Chancellor Willy Brandt's concept of ‘Ostpolitik’ towards the countries of E Europe. A member of the Bundestag (1972–90), he served as minister for special assignments (1972–74) and manager of the German Social Democratic Party (1976–81). From 1984 to 1994 he was director in Hamburg of peace-studies at the Institut für Friedens-und Konfliktforschung. |
