| Aeronautical engineer and international civil servant, born in Pittsburgh, Pennsylvania, USA. Teaching at the Massachusetts Institute of Technology (1920–6), he influenced aeronautic pioneers. As assistant secretary of the navy for aeronautics (1926–9), he aided the growth of American aviation. He was editor of Aviation (1929–34), an adviser to the Civil Aeronautics Board (CAB), and served as head of the International Civil Aviation Organization (1947–57). |
