| biography:
| German politician and lawyer, born in Königsberg, Prussia (now Kaliningrad, Russia). As president of the National Assembly in Frankfurt (Erbkaiserliche Partei) he led the delegation which offered the Imperial crown to Friedrich Wilhelm IV of Prussia. He became president of the Norddeutscher Reichstag and the Zollparlament (1867–70), of the Deutscher Reichstag (1871–4), and of the Reichsgericht (1879–91). |
