| Maltese statesman and prime minister (1955–8, 1971–84), born in Cospicua, SE Malta. He studied at Malta and Oxford universities, afterwards becoming a civil engineer. In 1947 he joined the Malta Labour Party, and in the first Labour government was minister of works and deputy prime minister. As premier from 1955, his demands for independence and the accompanying political agitation over the transfer of the naval dockyard to a commercial concern led directly to the suspension of Malta's constitution in 1959. He resigned in 1958 to lead the Malta Liberation Movement, and became Leader of the Opposition in 1962. In a second term as prime minister again (1971–84), he followed a policy of moving away from British influence. |
