| biography:
| Dutch politician and lawyer, born in Winschoten, N Netherlands. He worked in banking and industry, and in World War 2 organized underground communication between groups of employers and employees in the resistance. This led to the founding of the Stichting van de Arbeid in 1945, a mutual consultation organ of which he was chairman until 1948. He was co-founder with Pond of the Volkspartij voor Vrijheid en Democratie (VVD) in 1948. As foreign minister (1948–52), he was involved in negotiations with Indonesia about the status of New Guinea, which led to his resignation and a cabinet crisis in 1951, after which he was ambassador in London (1952–8), secretary-general of NATO (1961–4), on the Board of Shell (1964–7), and held various posts in the UN, UNCTAD, and South-East Asian Development Bank (1977–2). |
