| biography:
| US representative and historian, born in Richmond, Maine, USA. A member of the Ohio Volunteer Infantry during the Civil War, he was a teacher and journalist in Indiana before becoming a lawyer (1877). In 1885 he moved his practice to Buffalo, NY, and served this district as a Republican congressman (1897–1911). His historical works include Political History of the State of New York (3 vols, 1906–9) and The History and Procedure of the House of Representatives (1916). |
