| biography:
| US statesman and diplomat, born in Baltimore, Maryland, USA. He served in World War 1 and was admitted to the Maryland bar in 1921. After a period with the foreign service (1925–7), he turned his attention to business and farming (1928–40). As director of the economic co-operation mission (1948–9) he administered the Marshall Plan in France. He was ambassador to France (1949–52), West Germany (1957–9), and Britain (1961–9), and a representative to the Vietnam Peace Talks in Paris (1970–1), liaison officer to Communist China (1973–4), and ambassador to NATO (1974–6). |
