| Dutch diplomat. Appointed governor of the Cape Colony (1785–91), he went out with a brief to improve the colony's defences and to restore order among the local ‘patriots’ who were agitating for reforms in the administration. He proved too Orangeist, and the patriots managed to get him recalled in 1790. |
