| biography:
| British teacher and educational administrator. He studied at Bristol and Keele universities, and became an English teacher at various schools and a tutor of English at Oxford University (1976–82). He was deputy chief education officer of the Devon (1988–90) and Cornwall (1990–1) local education authorities, and chief executive for the National Curriculum Council (1991–3) and School Curriculum and Assessment Authority (1993–4). He was appointed chief inspector for schools at the Office for Standards in Education (OFSTED) (1994–2001). |
