| biography:
| US statesman, born in New York City, USA. He studied at Ohio State and Johns Hopkins universities, and worked as a journalist, then as a lecturer at the American University (1969–70). During the Nixon administration, he served on the National Security Council (1970–2), then returned to academic life at Georgetown University, becoming its director of African studies in 1976. An expert on southern African politics, he joined the Reagan administration (1981–9) as assistant secretary of state for African affairs, helping to plan the peace settlement for Namibia. He returned to an academic career at Georgetown University. |
