| biography:
| Dutch politician and lawyer, born in Roermond, SE Netherlands. A civil servant (1901–5), in 1905 he was elected MP for the combined Catholic parties, later RKSP (Roomsch Katholieke Staatspartij). He succeeded his father as Queen's Commissioner in Limburg in 1918 and in the same year formed a coalition cabinet in which he was minister of internal affairs. The cabinet had to face a number of crises such as the threat of revolution in 1918, Belgian territorial demands, requests by the Allies for the extradition of the ex-Kaiser of Germany, and a revision of the Constitution in 1922. He was re-elected that year and reorganized the cabinet. In 1923 the government resigned after parliament rejected plans for the development of the fleet, but the Queen refused to accept the resignation. In 1927 he became minister of state, formed his third cabinet in 1929, and was again minister of internal affairs. He was chairman of the Lower House in 1925, and from 1933 until his death. |
