| biography:
| Dutch politician, born in The Hague, W Netherlands. In 1921–4 he was general secretary to the government in Batavia. As member of a committee charged with a revision of the form of government of the Netherlands East Indies, he presented a minority report which was accepted as basic government policy until the beginning of World War 2. He was a member of the Council of the Indies (1924–5, 1926–31) and minister of colonial affairs (1925–6, 1937–41). After the War he was opposed to government policy on Indonesia. He was a co-founder of the conservative Katholieke Nationale Partij (KNP), which he represented in parliament until 1955, when he rejoined the Katholieke Volkspartij (KVP), again with a seat in parliament. |
