| Jurist, born in Chicago, Illinois, USA. He studied at Yale and Harvard, then taught law at Northwestern (1907–25) and Columbia universities (1925–45). He served as solicitor for the US Department of State (1923–5) and was a member of the Permanent Court of Arbitration at The Hague (1951–2). He was an advocate of all military power being within one international security organization. His major work, International Law, chiefly as Interpreted and Applied by the United States (1922, revised 1945) is of high authority. |
