| US governor, born in Fremont (formerly Nahunta), Wayne Co, North Carolina, USA. A Goldsboro lawyer, he served as a US attorney general in North Carolina (1893–7). As Democratic governor (1901–5), he established a literacy test to remove black voters from the rolls, while funding new school construction and teacher training for whites. He later returned to his law practice. |
