| US representative, born in New York City, New York, USA. He served as legal counsel to state and federal agencies and then as state assemblyman (Democrat, 1966–70) from Harlem. One of the more outspoken African-American politicians, he went to Congress in 1971 and eventually chaired the Select Committee on Narcotics Abuse and Control. |
