| German politician and lawyer, born in Perpignan, S France. He was professor of international law at Tübingen (1946–53) and of political sciences at Frankfurt am Main (1953–68). One of the ‘Fathers of the Constitution’, he served as vice-president of the Bundestag (1949–66, 1969–72). As a member of the Executive Committee of the Sozialdemokratische Partei Deutschlands (SPD) he was influential in the Godesberger Programm (1959) which made the SPD a party of the people, and from 1969 he was co-ordinator for Franco-German co-operation. He was also an important literary translator and wrote journalistic and scientific works. |
