He founded the Gesellschaft für deutsche Kolonisation (1884) and the Allgemeiner Deutscher Verband (1891). He also founded Deutsch-Ostafrika (1884) which was taken over by the Reich in 1891. His claims to part of Uganda were invalidated by the Helgoland-Sansibar-Vertrag with Great Britain.
